What does "this" mean on my GE 2.4GHz phone?

is there anyway to upgrade a phone with GE 2.4GHz?

HANDSET NEEDS REGISTRATION

1. Press the MUTE/PROG button and HOLD BASE PAGE WAIT FOR BEEP shows in the display.
