1990 B250 black smoke bad gas mileage?

engine light flash code 51 a lean air/fuel mixture has been indicated by an abnormally rich correction. this a 1990 B250 van with 5.2 tbi I have replaced injecters,timing is right went from 17/18 to 8/9 mpg.
