Mend Waterline Inca Model Blowing Sucking

waterline inca cooker extraction fan?

My waterline inca model cooker extraction fan is
blowing ( sucking) but not efficiently as when first installed,the ducting is clear because you can feel the extraction air being blown onto your hand.It does lift the exit "flapper" but not fully.
