Mend Eurocal 10 litre pressure vessel Replace Valve

How do you service a eurocal 10 litre pressure vessel?

How do you service a eurocal 10 litre pressure vessel. We drained the system to replace a valve and on refill it went up to 4 bar. My plumber said it eas a faulty pressure vessel & I need a new one. Once the sair lock was remove boiler works perfectly. do I still need a new pressure vessel.
