I have 2007 Golf GT, when the aircon is on, there is a open/closing noise?

I have 2007 Golf GT (1.4 with super and turbo charger). When driving with the airconditioner on, there is a mecahnical open closing flap noise coming from the front passenger side footwell. I have been told that it is a flap that regulates the flow of air and is required in Europe only. How do i eliminate the noise or removethe flap?
