Mend Peugeot 406 LXDT Problem Water

bubbling problem whats causing it?

saw a peugeot 406 lxdt but its got a problem its bubbling at the radiator no water is mixing with the oil n vice versa can some tell me whats causing this before i buy it its an ebay auction car n dont want to end up forking out a shed load of dosh to fix it
