Mend Pacific PTV7017 Causing Fault Circuit

Pacific PTV7017 TV stuck on standby?

I have a Pacific PTV7017 TV and it's stuck on standby.
Does anyone have any suggestions what might be causing the fault.
Also, I can't seem to locate a circuit diagram for this model anywhere.
