Mend Craftsman 14.5 42 Cut Tractor

fix craftsman 14.5 42" cut lawn tractor?

when my tractor is under load the drive belt flops back and forth. When going up an incline it gets worse and will sometimes throw the belt off. When going down hill it is quiet. There is a belt tension idler pulley. Is the cause of the problem the tension pully, or could the belt be stretched?
