dual rcd c.u i'm getting 230v across both neutral bars what am i missing???????

Each RCD should have its own Live/Neutral - swap either of them over and the RCDs will get confused... perhaps...

I am not qualified to answer this question and was a little confused by "230v across both neutral bars"
