Adjusting Honda mower carburetor?

How do you adjust the carburetor on a Honda HRB476C mower?

The instruction manual is clear enough but the idling screw and throttle stop screw are inaccessible behind the air intake housing. It is almoast impossible to see them let alone adjust them.
