Mend Singer 3116 Sewing Machine Repair

My singer 3116 is out of time. How can I fix it?

I have a singer simple 3116. The needle is hitting the bobbin casing and instead of me taking it into get it fixed at a repair shop, I was hoping to do it myself. I called the singer to make sure of what the problem was and the lady told me it was out of time.
