ford focus key not syncing?

I have replaced the battery in the key fob of my 1998 focus, gone through the procedure of turning to II and 0, waiting for beep and pressing a radio button the the key fob. It still will not work, I have read about fuse 63, if it has gone, would the light on the dashboard still be active. I have also diswconnected the seimens box above the drivers footwell and reconnected after aboput 30 mins......... please help
