whirlpool american style fridge /freezer?

The fan is constantly on and i have to defrost the freezer about every 4 weeks using a hairdryer to melt the ice built up around the element. As this as been going on for approx 4 months (we've had the appliance 4 years} i presume something needs replacing

sounds like the defrost heater is faulty or the back pcb is not sending power to heater.
