Mend Thomas Pacconi Changed Thinking Problem

How do I get the correct speed?

I have a thomas pacconi phonograph on which I have recently changed the belt thinking that would correct the problem. The phonograph has never had the correct speed. It seems to play in "slow motion" on all speeds. Do you know how to resolve this problem. Any help will be appreciated.
