Mend GE GSS22HSSHSS Refrigerator Freezer Repair

How can I fix my GE regridgerator/freezer?

I have a side by side GE regridgerator/freezer. The freezer does not freeze items solidly. I removed the rear interior panel and saw the fan working. Also there wasn't a build up of frost. What can be wrong with it?
