Mend Yardman Lawnmower Engine Starts

How can I fix my yardman lawnmower?

I ran over a dog chain with my mower and I think I siezed the engine. It starts but it sputters and then shuts off. How do I fix it?

i have a 1984 yardman and the pto dont want to work the light is not coming on when turned on also the head lights and tail light are not working other wise it runs great but i need the mower part to work
