Glowworm fuelsaver mk II help?

We have just moved into a new house and have turned the heating off and set the hot water to come on for just an hour in the morning. However the pilot light on the boiler is constantly on and we are worried about the cost of our bills?

Anyone any idea why it won't turn off when the heating and hot water isn't set to come on?
