how do i fix my nikki carb and keep it from flooding? ?

how do i fix my nikki carb and keep it from flooding. i have cleaned it 5 or 6 times everytime i try to start the tractor it tries to start then floods out. every now and then it backfires but not very often. it on a 16.5 hp briggs on a white tractor. the # on the carb is 498888n. and 1108 b
