52hm84 wont turn on please help !!!!?

I keep hearing the same electricity and snapping noises as the others decribed above. I replaced the lamp thinking it was that since this already happened to me once but the tv still doesnt turn on..it attempts to but it just keeps blinking making the same noise then doesnt turn on.

please let me know if it is the balast as everyone has mentioned above.
