how can I fix my tv panasonoc tx-w28r4dp?

when I turn my TV on the red light stays on but no response with my remote or universal remote also I have switched it on and I can hear a tripping noise inside the TV also can anyone confirm should the original remote LED Flash when pressing any of the buttons because the remote LED does nothing except the universal remote LED flashes
