Mend Ryobi SS30 Works Switch Dead

ryobi ss30 doesn't run with level at c?

my ryobi works fine on choke and level b but when I switch to c it falls dead

Same exact problem, but on level B it doesn't stay running on idle by itself. I have to press the gas, but the spool spins at the bottom. Is it suppose to?
