I need to locate the Fusebox on a Volvo v40 estate 98/99?

I want to get to the headlights fuse, but it is not under the bonnet with the other fuses.

Fuse boxes 1 and 2 are both under the dash just by the bonnet release, there are a couple of panels to move

BUT THEY ARE NOT... We have already tried there, undoing panels etc... Anly other suggestions anyone..?

FUSE BOX 1&2 should be under drivers side dash .
