Mend Dolomite Ideal Standard Cistern Push Button Dual

how do I get the top off the cistern of a push button Dolomite(Ideal std) ?

The cistern has a circular ring with a split button dual flush; I have tried to unscrew the ring so as to lift the top off the cistern as I believe the ball valve is sticking but it won't turn and I don't want to force it in case I break or damage it.

push one button down and use a screwdriver to pop the other one off. then you can remove the other one to reveal the screw
