I have just had my boiler condemned due to incorrect flueing? ?

Apparently this has to be higher than the chimney. The boiler was working fine and we have had no problems however, due to this it was deemed unsafe. The gasman soldered off the pipe so as to render it useless. Apart from getting a whole new system installed (quoted £3800) is there a cheaper option?
