Mend Shower Hot Water Boiler

What's the problem?

When I take a shower, the temperature of hot water ranning up and down. The boiler turn on/off.
I try to close the cold water supply the boiler, less water but constantly...? why?

light a candel run you hand through flame fast and you do not feel it, run your hand slowy it HURTS.
Same with the boiler water run too fast not hot sloly hot.
Plus the thermiser state on the boiler could fault or the hot water heat exchanger could be choked up, and needs cleaning out.
