sony KDL-W40A12U stanby light flashing 15 times?

I have a sony KDL-W40A12U TV, and since having it turned off for a week or so, when i tried turning it on, the standby light flashes 15 times, but there is no image on screen and no sound. (screen is just black as though it is turned off, but the lights underneath are on!)
I called a technician who has simply said "It looks like your TV has gone into standby node" but thats about all he had to offer!

Does any one have an idea of what could be wrong, and more importantly what I can do to fix it?

Any suggestions would be welcome!
