replacing a bulb in a potlight?

I need help with replacing a bulb in a small ceiling potlight. The bulb is in a rotating cup and there seems to be a ring with little teeth around the bulb. I have tried to move the ring, but it does not move. I would be thankful for any advise. Dorte
