when to change a cambelt?

if an r reg fiat punto s 1.2 petrol has 129000 miles on the clock when should the cambelt be replaced and how much do mechanics charge to do it?

It should have been done at 60000 and 120000, mechanics charge around £60.00 per hour, it should take an hour and a half max and the belt is about £25.00.
