how can i fix my mccullock lawnmac 3540p?

my mccullock lawnmac 3540p wont start. The pull cord is stuck, wont pull far enough to start and wont rewind. It is full of oil and petrol.

What engine is fitted? Briggs and Stratton and Tecumseh were both used.
