Mend Panasonic TZ3 Open Switch Works

The lens protector on my Panasonic Lumix TZ3 won't open. How can I fix it?

When I switch the camera on, it works perfectly except that the lens protector remains closed when it would normally open. It remains open when I force it, and when I switch the camera off the lens protector closes as normal. The cost of professional repair means that I will have to buy a new camera so i would like to have a go at fixing it myself.
