Mend Land Rover Freelander Problem Turn Key Ignition

2000 freelander starting problem?

2000 freelander starting problem
When i turn key to ignition on position - no dash ignition lights come on but have to sit and wait can can upto 10min for ignition light to come on then i can start car... can anyone tell me is it the ecm or the immobiliser???
