electical fuel problem?

HI can any one help , have a vectra b 20lt tdi , fault code has come up 1631, fuel injection control unit, then when reading other reports it could be the edu on the fuel pump, is there any way of testing any of them. be an expensive buy if i bought the control unit, an that was not the problem,
