Mend NEFF N/A Oven Temperature Grill

NEFF double oven - bottom one in trouble?

NEFF double oven, top grill working fine,
bottom is giving us trouble,
problems:
1. it goes up to 140C, not to 190C I set it to go;
2. when I first switch it on I can see the element (red hot and the fan not rotating, bit when the oven is heated up to 140c (its max) I can see no element glowing and I am not at all sure the the fan is still working either.
