Transfering VCR video tapes?

Can I transfer some Video tapes to my PC.

Can the standard lead I have with scart one end and 3 Jack plugs the other end [Red Yellow White with in/out signal switch, be coonected to my PC to transfer the video tapes then eventually burn to DVD's.
or will an intermediate adapert/capture device be required.

I was all excited thinking I coould do it with my Canon camcorder by recording to blank tape then downloading to my PC with the firewire but found the facility for transfer is on the later models.....bugger it my bubble burst.
