astra van 2001 dohc 16v 1.7 low blow?

has anyone come up against a common problem with the N/S sidelight blowing a 10a fuse straight away even if the bulbs have been removed, also my interior light & dash lights will not come on. When it first happened the heated rear screen would not turn off either, but now works ok
