My Panasonic Easa-phone kx-t1446be does not activate?

My Panasonic Easa-phone kx-t1446be answer phone does not activate when the phone rings. Apart from that it appears to be in working order. I have checked that I have connected the leads correctly

Any ideas what the problem might be?
