Mend Bissell 3842 Not Clean Water Tank

Bissell Proheat Powersteamer not drawing from clean water tank?

My Bissell Proheat Powersteamer is not drawing water from the clean water tank. It's only drawing from the cleaning solution reservoir.

Any advice would be appreciated.
