boiler not firing?

Boiler is not firing up. I have switched off electrical supply, reset the thermal cut out button (this didn't provide any positive feel?). On switching on the pump starts (have checked the impeller is rotating) but nothing else happens? The hot water system has 2 solenoid valves, could they be the problem.
