Mend Vauxhall Vectra 1.9 CDTi SRI Air Heater Blows

no cold air from heater in vectra diesel?

the heater in my 05 vectra 1.9 cdti sri only blows out hot air even when the temperature dial is turned to cold. also, the air conditioning isn't working , is this related?
