Mend Sabre 25HE Boiler Ignite Replaced

Sabre 25HE Boiler will not ignite?

Cannot get ignition unless I blow down tube from APS. Replaced APS but still no joy. Checked flue and venturi and both clean. Fan starts along with pump but no ignition. I have not got a clue what to check next.
