Mend Volkswagen Golf 2004 Temperature Gauge Overheating Thermostat

My temp gauge in VW Golf 2004 is not working ?

The Temp gauge is not working and the fans are coming on even over a short distance and are not turning off for about 10min! Is it the thermostat or I have read somewhere that it may be the sensor on the water tank.
