my bike is runnung slow especially in the cold?

its probably running weak as they all do to get past the eu emissions law,take the top off the carb and it will have a rubber stopper in there or a plastic tube looking thing take that out so the throttle slide can move all the way up and if you can take the slide out and move the circlip position on the needle if (it has one)by moving the circlip to the slot nearest the pointed end of the needle this will richen it up and also removing the stopper or plastic tube will de restrict it.as for the leccy start check the fuse and if its okmthen charge the battery and make sure the brake lights work ,you are pulling in brake to start it arent you?
