Is my lack of centreal heating the fault of the BGMVSP-23?

I have the above mid position valve which seems to be operating in reverse. With the motor out of the unit, it seems to drive when the micro switch is saying that it is at the end of it's travel and is holding when it should be driving the switch. I'm guessing it's the circuit board in the actuator but I need to know if anyone out there knows better and if it's a full actuator replacement or can I get the ciruit board from anywhere?
