fuel problem on relay?

if van has stood until cold, when started the fuel seems to run out of fuel needing to be primed constantly until engine is warm. my machanics say that it could be the auxillary fuel pump on back side on engine, but we have changed the most on the fuel system so far, so not sure if they are clutching at straws. any ideas, thanks
