Mine is like this - only the hall radiator has a regular valve which I keep fully open - the room stat close by is usually set to an arbitary 15 - 17 ºC although in the coldest weather up to 20 and on the coldest nights down to 13 in winter and 10 during Spring & Autumn.
Most of the heat in the hall escapes upstairs so there's not much need to fully open the TRVs in the upper rooms.
When the room stat is satisfied there's still plenty of scope to have the living spaces warmer than the hall because of the TRV settings in those rooms. The TRVs get set to a comfortable level and any further control comes from the stat in the hall as required.
With your set up I would set the room stat too high and the nearby TRV on maximum heat. Then adjust the TRVs on the room radiators to your satisfaction. Then crank down the room stat bit by bit to find the optimum position that still maintanis a comfortable level of heat in the rooms you occupy. Keep the Hall TRV fully open - it will not waste heat.
