computer won't shut down, won't recognize peripherals or incoming emails?

My computer (WindowsXP) won't "shut down." I have to manually turn the power off.

My computer won't recognize my printer unless the printer is turned on before I turn on the computer. Same with my camera.

Incoming email won't come in to Outlook Express unless I turn off my computer first.
