What else can I try to fix my scunci portable household steamer. Model SS10?

Model SS1000 scunci bought a few years ago and gave me good use until this year. 2009
I have taken it all apart. Tried cleaning with small amount viegar and it heats up but only drops of water come out slowly. No where in the book does it say to use distilled water. I have hard water. Could that be what caused the malfunction? Is there anything else I can do? My daughter just sent me a Shark and it says to use distilled water. It sure doesn't have the power the scunci did! I hate to just throw the scunci away if there is hope. Thanks
