how can i get my coal stove to light?

my stovax huntingdon 28 mark 2 will not light. it has been in a damp shed for 2 years.the flue pipe is clear,the chimney is clear.it has been hoovered thoroughly.trying toblow air through the dampers with a tube i felt resistance.any ideas please
