Amplifier is making a screeching sound when switched off and on?

Hi my amplifier is making a screeching sound when switched off and on...and also when put up the sound the Speakers sounds scratchy and not in tune...what can this be ...the system is TEAC Please be so kind to assist thanks very much in advance Ciao' BBB
