how to repair a syphonic toilet system?

I have what I think is a syphonic system around 13 years old with the plastic water container at the botton so that the plunge arm is pulled vertically upwards.which it seems if the basin is not completely full and overflowing will not pull.I think the float needs adjusting so how can I do this please?
